FRACTIONAL CMO, COO OR CTO

Fractional CMO, COO or CTO: which one fixes your growth problem

Each one solves a different problem. Name the problem first and the hire picks itself. Here is how to tell, what each costs, and where one senior leader can cover more than one seat.

The short answer

Hire for the problem that costs the most

If revenue never arrives, you need a CMO. If revenue is lost after the sale, you need a COO. If the product blocks growth, you need a CTO.

Most growth problems in a service or mid-market business sit between those seats: the slow reply, the quote nobody chases, the sale with no source in the CRM. A technical CMO owns that ground. The table below shows where each line falls.

What each one costs

Full-time pay against a fractional retainer

RoleFull-time, US base payFractional retainer
CMO$186,581 base (Payscale, 2026)$3,000 to $25,000 a month, by scope
COOAbout $152,000 median base (Payscale, 2026)About $8,000 to $20,000 a month (vendor guides, 2025 to 2026)
CTOAbout $184,000 median base (Payscale, 2026)About $5,000 to $25,000 a month (vendor guides, 2026)

Base pay is the median, before bonus, equity and benefits. The best earn far more: CMOs among the five best-paid officers at S&P 500 companies had median total pay of $5,003,000 (The Conference Board, 2024 edition). Fractional leaders work as independent contractors, paid on a 1099 in the US, so the company carries no salary, benefits or payroll taxes. Fractional ranges for the COO and CTO come from vendor guides, so treat them as a guide to the market, not a quote. The CMO bands are sourced on what a fractional CMO costs.

Where the seats overlap

What a technical CMO covers, and where to hire the specialist

SeatA technical CMO coversHire the specialist for
COOThe path from enquiry to signed job: reply time, follow-up, the sales handoff, the team that answers leadsDelivery, fulfilment, crews, purchasing, finance operations
CTOThe CRM, the data connections, measurement and the AI tools that marketing and sales run onThe product, engineering teams, infrastructure and security
CSOWhich buyers to win first, the offer, pricing tests and the numbers the board sees on growthCorporate strategy, acquisitions and capital structure

The overlap exists because marketing only works when the rest holds: a reputation worth calling, a team with room to answer, data that shows what worked, and a process that carries the lead to a signed job. What a technical CMO owns sets out the five numbers.

Red flags for each hire

Fractional CMOReports clicks and leads but never signed revenue. Sells tools before reading your CRM. Cannot say who should not hire them.
Fractional COOArrives with a framework before walking the floor. Measures meetings held, not work delivered on time and on margin.
Fractional CTOProposes a rebuild before an audit. Cannot explain the plan in money and risk. Has not shipped anything recent with their own team.

Questions owners ask

Fractional CMO, COO and CTO, answered

What is the difference between a fractional CMO and a fractional COO?

A fractional CMO owns demand and the path from enquiry to signed revenue. A fractional COO owns delivery, operations and margin after the sale. If the leads arrive but too few become jobs, start with the CMO. If the jobs are sold but delivered late or at a loss, start with the COO.

What does a fractional COO cost?

Vendor guides from 2025 and 2026 put fractional COO retainers at about $8,000 to $20,000 a month. A full-time COO's median base is about $152,000 in the US (Payscale, 2026), before benefits and bonus.

What does a fractional CTO cost?

Vendor guides from 2026 put fractional CTO retainers at about $5,000 to $25,000 a month. A full-time CTO's median base is about $184,000 in the US (Payscale, 2026).

Can one fractional executive cover more than one role?

Partly. A technical CMO covers the parts of the COO and CTO roles that decide whether marketing works: the sales handoff, the CRM, the data and the reporting. Delivery, engineering and finance still need their own owner.

Which fractional executive should a company hire first?

The one who owns the problem that costs the most money today. Revenue that never arrives points to the CMO, revenue lost after the sale points to the COO, and growth blocked by the product points to the CTO.
